Voluntary Pre-Construction Property Inspections (Jan-Feb 2025)

In January 2025, the MDTA’s progressive design build team began pre-construction property inspections to approximately 1,100 homes and businesses in the adjacent communities of the Key Bridge Rebuild project area. While the MDTA does not typically conduct pre-construction property inspections on all projects, we are committed to addressing the concerns expressed by the community.
The MDTA’s engineering analysis assured us that construction would not cause damage to properties, however, the MDTA provided voluntary pre-construction property inspections at no cost to the homeowner.
The engineers identified the locations where pile driving would take place. A pile driver is heavy-duty equipment used to install bridge supports deep in the soil. They determined that vibrations could be felt within 500 feet of the construction site, while noise could be heard within a one-mile radius. We do not anticipate any physical impacts will be within the one-mile radius, however out of abundance of caution all properties within the radius were identified for pre-construction surveys. Additionally, if any part of a street is within the radius, all properties on that street were included. Preconstruction surveys and vibration monitoring will be conducted in the surrounding areas to provide real-time feedback to the construction team.
These inspections were beneficial for everyone involved—the homeowner, MDTA, and the contractor—by establishing a clear record of the home's interior and exterior conditions before any construction begins.
Property inspections were voluntary. Property owners received letters in December 2024 with more details on the inspection process, including the specific timeline and street addresses for the inspections. Inspections were completed at the end of February 2025.
